A branch of the U.S. military was seeking enterprise-level IT as a Service that would be extensible to the entire branch while supporting individual bases across the map. They issued a multilegged Other Transactional Authority (OTA) contract to address different workstreams within the larger effort—including Networking, Compute & Store, and UXEnterprise Service Desk—with each workstream serving as a pathfinder project to encourage innovation. Using an OTA contract was a surprising decision for a governmental agency, but it helped them move quickly and divide the work fairly among multiple partners across the industry. AIS was brought in to lead Azure delivery.
